Vietnam and Korea sign MoU on E-Govt

Da Nang’s Department of Information and Communications, Vietnam and Republic of Korea’s National Information Society Agency (NIA) joined forces to develop an e-government for Da Nang City.

A Memorandum of Understanding (MoU) was signed on November 13 by both parties after several discussions over the past one year on a bilateral cooperation programme aiming to guide Vietnam to develop and manage their e-government system nationwide.

Representatives from both sides will form a joint committee who would be in charge of the facilitation and assessment of cooperation activities under the MoU. The NIA and local authorities also agreed in principle to transfer technology and the usage of the e-government framework developed by NIA.

The NIA will provide technical experts to advise on the e-government framework of Da Nang, as well as on training programmes and seminars to transfer the necessary knowledge and experience.

“As an expertise from a leading country in IT applications, especially in the field of e-government, the NIA will certainly share with us their valuable experience and practical solutions, particularly through advisory activities and intensive trainings to strengthen the development of Da Nang’s e-government”, said General Director Pham Kim Son from Da Nang’s Department of Information and Communications.

Proposed by the NIA and Korea’s Ministry of Security Administration, the framework of e-government has been applied through 290 government IT projects after the first release in June 2009. Based on open source and the support of new technologies, it is also widely used in different areas in many countries, such as education at Sophia University, Bulgaria; tax in Ecuador, Nepal, and Tanzania; shopping services in Tunisia; politics in Mongolia; and environment management in Vietnam.
