In a bid to ensure efficiency and accountability in Saakshar Bharat (Literate India) mission, the government has launched a web portal for the mission.
Union Human Resource Development (HRD) Minister Kapil Sibal launched the portal which will put forth information related to the auditing of the mission in public domain. This will entail public scrutiny and thus ensure transparent utilisation of the allocated fund. Such a system is the only way to ensure accountability, according to Sibal.
The portal boasts a web-based planning and monitoring information system (WePMIS) and financial and accounting monitoring system (FAMS). WePMIS will generate a centralised database of beneficiaries. FAMS, a comprehensive financial management information and decision support system, will ensure timely access to funds and its optimal utilisation. It will also prevent any pilfering of funds for any purpose other than the SB mission.
Saakshar Bharat mission, an offshoot of the National Literacy Mission (NLM), is a centrally sponsored scheme of the HRD Ministry’s Department of School Education and Literacy (DSEL). It was launched in September 2009 and aims to promote and strengthen Adult Education, especially women.
The Centre for Development of Advanced Computing (CDAC) and National Informatics Centre (NIC) have developed the applications.
